So if you can do something to improve the permitting, where do you get the oil? It costs billions of dollars to build a heavy sour crude refinery, and no one will invest that kind of money without a certain supply of oil.

But Bush is actively lobbying China to significantly raise the value of it's currency compared to ours. Do you understand what that means? USA oil costs will go UP while China's go DOWN!

Why would anyone spend billions to build a heavy sour crude refinery in the USA, when demand is growing much faster in overseas countries like China that will be able to pay higher prices?
