Why would anyone spend billions to build a heavy sour crude refinery in the USA, when demand is growing much faster in overseas countries like China that will be able to pay higher prices?

Who knows what would happen if we got the government out of the way of companies that might build new refineries? We do know that government is doing all it can right now to make sure they aren't built.

What I was suggesting [knowing it will never happen] is that we make it as profitable as possible for refineries to be built. I would take an even more drastic approach to California's power problem. Yes, they are still short electricity. Pick out two sites [north and south] in California for Nuclear plants. Allow them to be built by government mandate that stops lawsuits. They would then provide the main load type of power needed, and keep costs as low as possible.
