Deliberate Japanese flooding in China resulted in a large number of deaths, I believe it exceeds Tokyo firebombing.
Another area where Asia has surpassed the US....

German and Russian actions in WW II may not qualify as using a single weapon.

I guess using airplanes adds an element of glamour, much like using horses in war used to do.....

Chemical weapons turn out to be expensive and need confined space and times to work well.

The Italians used chemical weaponds in Ethiopia then Abyssinia, with some effect.

The recent Aum Shirinko efforts in the Tokyo subways (now there is a DENSE environment) really cast doubts on wide use of chemicals. Iraqi and Iranian experience may provide other examples.

Biologicals are another matter. We know from nature's asaults on us - cholera, plague, influenza - that mass deaths can result. I think thay can easily be in the WMD category.
