kumar, there is no lawful authority in Gaza, nobody who could take ownership of the buildings. The PA is near collapse, Hamas and Islamic Jihad are the rising powers. If the 1200 houses are not destroyed, you would see days of triumphant "looting of the Jews" as hordes ran into the settlements and stripped them bare of everything. Israel doesn't care to have those pictures on Al Jazeera, and neither does the PA, frankly.
