One would think its logical and economical to have some group control the security of those places before new occupants come in...after the previous occupants have left..

ideally, the PA could hold the premises, and auction them a few at a time to people who wanted to live there....wishful thinking.

I still can not understand the logic behind the cost of breaking it down, taking care of debris, and then rebuilding.
