I spend half the year in "beer country" (Bavaria) and a large part of that time also in Benelux. I agree that some of the Belgian beers are good and in particular of those one or 2 amber types world class. But rest assured that I agree with you that for the palate a 64% Plato is far better for Guiness records than for the palate. I mean, we talk about 55% proof here, a lot of alcohol man - and that smells and tastes...
I have so far never tried a top quality beer with any more than 6-7% volume alcohol content and a must: strictly processed according to the 500+ years old German Rheinheitsgebot!!
For the curious, Sam Adams right now ships the strongest commercial beer in the world at 25% alcohol content by volume.
Disgusting?
