That is an excellent idea. It woulf force countries like France and Germany to put up or shut up. Their major objection to the U.S. being there in the first place was that we wouldn't give them a seat at the decision making table. If we did what you suggested, then they would either get their seat or the whole world would see they are full of shit once and for all.
