I'm saying that the manipulation is negative, and if done a million times, that doesn't mean that a million and one is better.

If you have the political strength to push through the special manipulations that you want than you probably have the strength to get rid of a lot of the other ones instead.

I'm saying that we should use the manipulation to benefit the middle class and those that aspire to the middle class, instead of the special interests. Use it to get to energy independence (and cheaper cost) and living wages and benefits.

In this case I don't see your plan as an intervention for the middle class or against special interests. Its more specific to the idea of reducing gasoline use by passenger vehicles. It might be a step, even a large step, towards "energy independence", but IMO its questionable to expect a general increase in wages or wealth from this.
