re: I'm saying that the manipulation is negative, and if done a million times, that doesn't mean that a million and one is better. You don't understand tax policy, it is ALL manipulation, by it's very nature. The only non-manipulative tax policy I can think of is a toll road. re: If you have the political strength to push through the special manipulations that you want than you probably have the strength to get rid of a lot of the other ones instead. Probably, but there are limits to the number of issues we want to address. John
