As far as I know, the City of Long Beach is the only one who did that, largely because the rigs are very close to shore, within direct sight of some of the most expensive housing (and influential voters) in the city. I once lived within sight of those towers, although my abode was definitely not one of the fancy ones. Haven't heard of anyone else doing it today (but I'm no expert on the subject).

I'm not sure I would enjoy overlooking a windmill farm. Altamount Pass is not really what I would call pretty or picturesque. Up close, I imagine it is rather gruesome, what with all the dead bird carcasses that must be laying around.
