Changing the "anchor baby" law would require a Constitutional amendment. The 14th Amendment provides, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."

"Subject to the jurisdiction thereof" might exclude infants who were born in the US and then taken out of the country, arguably, but I don't see any argument whatsoever that if they're born here and stay here, they're citizens.

Is it worth amending the Constitution for 300,000 "anchor babies"? That's 0.1% of the US population.
