I don't know what "report" means in "the bureaucracy," but I do know that an email from a subordinate to a superior in an official capacity about official matters means "report" in ordinary language.

Doesn't matter whether it's emailed, snail-mailed, faxed, Fedexed, or hand-carried, it's a report.

Or are we back to defining what "is" is?

BTW, remember that mail to the FBI and other agencies has to be x-rayed due to anthrax events. They do use email a lot these days, post-anthrax. Some agencies recommend it. Homeland Security is one.
