Kerry's plan to fight terror was smarter than Bush's. Bushies though found ways to make fun of it. Just like they used to make fun of Gore's ideas on solar, wind and clean fuels. The fact is, most terrorist arrests are intel and law enforcement oriented and count on good cooperation with other countries. Armies marching into countries don't catch terrorists. Terrorists move fast and know how to hide. Bush has actually created more terrorists by in his military methods.
