Texas gets such a bad rap for being behind the times that I have to point out that it was the first state to pass such a law in 1999. It is called the Baby Moses Law (so ok, they had to get Biblical with it- what can I say, it's still Texas and Bush was governor).

I looked for statistics but the DPS doesn't keep precise records. The best guess is that about 20 babies have been surrendered and the number of abandoned babies is down.

The biggest problems seem to be getting the word out, and tightening the law to protect DPS from still pursuing the baby's parents to get permission to sever parental rights.
Since it is usually the mother who abandons the child, this poses a problem if the father or family later pursues paternity records and demands his child back. This has happened a couple of times already.

16 states now have the Baby Moses Law. I hope it spreads.
