Western Europe, because it has no oil of its own (at least until the discovery of the North Sea bed) was dependent of the dicey ME supply because it was cut off from Russian oil until recently by the Cold War. As a consequence, it developed public transportation systems much more than the US did because to their increased energy efficiency. The US, having plenty of domestic oil through much of its history, developed the more convenient private auto and public road system instead.

As a consequence, Europe is in better shape to withstand high oil prices than the US. Basically this would constitute a continuation of recent trends towards increasing economic power of Europe and decreasing US power. It takes years and decades to develop a good public transportation system and to get people to give up the convenience of private autos. That is what the US appears faced with now.

The widespread use of public transportation generally means more walking by the populace also. This may partly account for the late appearance of the obesity epidemic in Europe as compared to the US--an unintended public health benefit.
