Annan is wrong. The first Gulf War Cease Fire resolution is clear and there is no subsequent UN Resolution rescinding the Cease Fire Agreement. The plain language of the Cease Fire Agreement was clear. Any means necessary were the words used in order to keep SH in compliance. Any reasonable person would say any means necessary means just that, including military action.
