True, IQ measures IQ, but there are intelligence researchers who are able to precisely measure intelligence and cognitive function and IQ tests have excellent correlation. They can measure the effect of lead for example to within a fraction of an IQ point.

Nobody with IQ 80 can figure out the Schrodinger equation, though IQ 150 doesn't guarantee that they will. If you want to hire engineers who can do serious engineering, [such as designing chemical processing plant or designing and launching a communications satellite, there's no point looking in the sub IQ 100 group. You'll come up empty-handed.

The woolly thinking around IQ is part of the attempt to pretend that all human races are clones [though weirdly, people seem to accept that individuals within those races are not].

PS: I suppose you mean different dog 'races' have different intelligence and cognitive function?
