A quick Google search of several sources says Texas was the first state to pass such a law, so am not sure exactly what your friend worked on or when it was actually passed, but kudos to her for being part of it in any way.
(Mostly I was teasing Ionesco since we often joke about the differences between Texas and California and I wanted to point out that we were ahead on this issue)

The first such bill, in Texas, was signed into law on June 3, 1999 by then-Governor George W. Bush. Since then, 44 other states have passed various versions of the Texas law.
