Well I haven't been to all that many, but with the exception of Saudi Arabia I think probably all of the "oil gulf" states do, and I would imagine (but have never been) that it is relatively common in Jordan and Syria. The Saudis are likely big customers in their neighboring states. It's sort of the natural result of a combination of an oil economy that produces numerous millionaires, and a social system which prevents unmarried men and women from socializing together in public.

As for your complaints about jet setters catering to $1,000 per hour escorts, that sounds like a mutually agreed upon service between two very successful people - what's your beef? I understand objecting to a system that takes young girls out of their village and pointing them into a life of prostitution for $25 per trick, but $1,000 per hour to "entertain" on a yacht with champagne and caviar sounds like a lottery prize, not punishment!
