You know, I don't think Bush was the decision maker. I believe that Cheney and Wolfowitz really wanted to capture Baghdad in 1991 and were plotting such a scheme ever since. Richard Perle made it perfectly clear in his white paper "A Clean Break" (written for Binyamin Netanyahu) in 1997 that Israel needed to have Iraq whacked.

Then there was the series of letters and white papers from the Project for a New American Century starting about 1997 that all demanded action against Iraq.

Bush was just the hired front man for a cabal of crazed ex-Trotskyists, dreaming of Permanent Revolution and the Evil Empire.
