I don't care whether Nixon got any punishment. The lesson that was missed out of the premature pardon was how susceptible our democracy is to abuse and how significant that abuse was. I have some doubts as to whether Ford's primary motivation was to forget about Nixon. I think the way Congress handled the threat of impeachment and Nixon's resignation followed by Ford's pardon was designed to not expose the extent of Nixon's abuse. The burglary coverup was a nit in the scheme of things.

Following the theme into the Reagan Administration, look at the pardons that were thrown around. Particularly for Weinberger, his pardon amounts to a ~he's pardoned for whatever he did [We're not going to mention what that was] because he did it with "good" intentions.
