I think your first answer is the right one: the jihadi would smile, and be confirmed in his motivating idea that his fanaticism will overcome the West's decadence. That alone should be reason enough why a timetable is a BAD idea. We're trying to win this war, okay?

Allawi is talking to the Sunni tribes already. Don't know if it will bear fruit or not. Arabs, as politicians, cannot compromise openly the way Western politicians do. They need much more face saving in the form of a powerful mediator, if it's done peacefully, or a conquerer, if it's done by war. And they do tend to fall in love with fantasies, esp. the jihadi variety. When your opponent is committed to a fantasy ideology there may be no solution but to kill enough of his men to disillusion him about the worth of the idea.
