Well, if you goal is to perpetuate violence, that might make sense. Not my goal however. From what I have seen elsewhere, peace of sorts comes only when all parties are somehow included, or accommodated. In Iraq, the foreign fighters will likely leave once the all powerful magnetic attraction leaves, I don't think they need much more accommodation than that. The Sunnis however, will need a little more. What exactly works is best done with less chest pounding.
