q, the foreign fighters will likely leave once the all powerful magnetic attraction leaves, I don't think they need much more accommodation than that.

Poppycock. Look how many places Al Qaeda is fighting. All the borders of Islam are bloody. Checnya, Kashmir, the Phillipines, Thailand, etc, etc. Al Qaeda won't leave while a Shia (= infidel) dominated Iraqi government remains. They will have to be beaten down. You retain the idea that Al Qaeda can be appeased. They have proved themselves unappeasable. Neither we or their host government intend to negotiate submission to an Al Qaeda Caliphate. For the Sunni tribes, it might be a different story and negotiations are being tried.

In the meantime, we should concentrate on suppying martyrdom to those who want it. Their governments of origin will be thanking us privately all over the world. Contrary to the prevailing liberal meme, terrorists are not cockroaches and rates of attrition do begin to tell.
