Since the clause does not define "public use" in any way, or limit eminent domain in any way other than to require "due process" and "just compensation", the minority would have to go well beyond any "strict interpretation" to find such definition or limitation as you want it to find. Such definition and limitations must come from the people, through their elected representatives, not from nine old folks in robes appointed for life, however wise they may be.
