North Korea did not have nukes in 2001 when Bush took over. They may have had research programs, but not the nukes. It is tue that you can't believe anything the NK's say. They may not have nukes now, just saber-rattling.

The Bushies have two problems IMHO, number one they ignored NK for years while threatening them. That may have caused NK to accelerate its bomb programs. #2, the Bushie support for SDI makes them sometimes exaggerate the threat from NK in order to justify the tens of billions wasted on SDI, which still doesn't work and may never.
