North Korea did not have nukes in 2001 when Bush took over.

There is some evidence that they did. There is certainly no solidly established reason to flatly say they did not.

And they definitely had more than just research programs. They had ongoing programs to extract highly enriched uranium. There is evidence that they never stopped their nuclear program after the agreement with Clinton. They apparently suspended their plutonium program, but they just kept working at the same problem in a different way (while maintaining the ability to restart plutonium production at a moment's notice).
