Mike, sanctions were falling apart. Saddam had successfully bribed China, France and Russia to support ending sanctions. What do you think would have happened without 9/11 & with everybody at the UNSC pushing for the end of sanctions, and of course the end of the (non US sanctioned) no-fly zones protecting the Kurds and the Shia?
