Going to war with the regime of Saddam was largely a choice left up to Saddam. There was a great deal of uncertainty about what Saddam could or would do given the resources. He had declared us to be an enemy of his regime on several occasions. We notified him personally, and repeatedly that we would invade unless he was forthright in providing information and assurances. We acted decisively in the presence of his cat and mouse equivocations.

Politicians on all sides are using that unfortunate circumstance to highlight their own platforms. That's politics.

My personal opinion is that he would have and could have garnered the resources to establish his regime as a military super power and he was biding his time until the heat of sanctions wound down (which it appeared to be doing).
