Same way a well-run business would: By being prudent with spending (deferring the unnecessary or less important), using reserves to bridge the temporary slowdown, and adopting wise policies that will promote steady, sustainable growth... such as lower tax rates in a loophole-free system. On-the-other-hand, if you prefer to believe that the 'government always knows best', and that Big Government is your savior, and that endless deficits will maximize our national growth... then I've got some 'land' in Florida I like to talk to you about that is really beautiful at low tide. :)
