Berger and Clinton took out Saddam's WMD's sites in a massive bombing campaign in 1998 after that very line you post was uttered. The UN inspectors also did a great job.

So when Bush came in Saddam had no more WMD's. There was no reason to invade and occupy Iraq, especially before Al Qaida was beaten and without proper allies and planning
