That simply isn't true. We had cameras and occasionally inspectors at sites that were declared and were designed to produce plutonium, meanwhile we had nothing watching the sites that had centrifuges enriching uranium at secret sites. Its unclear when North Korea actually got nukes, in fact since they haven't tested one its still distantly possible that they are bluffing and don't really have a working nuke, but its well none that they have the material to make nukes, and since that is apparently their aim they probably have made a few.

Kicking out the inspectors didn't change much. Even if they didn't have nukes before Bush came in to office (and the evidence indicates that its likely that they did, even Clinton administration officials have acknowledged this), they had an active program to create nukes that apparently didn't even pause, let alone come to a full stop, after the agreements where reached with Clinton. The agreements provided a cover for North Korea. They could stop creating plutonium and then tell everyone "we aren't creating nukes", while they continued going full bore on uranium enrichment.
