The flip side is that in the same ruling the Supreme Court upheld state laws that specify taking for limited uses (like in California).

The simple answer is for every state to pass a similar law ... and the Supreme Court has held they are legal.

For Californians (and other state with similar laws) this ruling strengthened property rights!
