We had surveillance cameras in the NK nuke plant under Clinton. I saw the footage on TV. Covered the fuel rods pools (whatever they're called from many angles 24-7). There was no way they could arm a nuke without being seen on camera. Those cameras and inspectors were gone after the Axis Of Evil speech got NK paranoid we'd invade them. So they built nukes. Bush did nothing to stop them.
