Nice non answer. The USSC interprets the constitution (or is supposed too). The 5th amendment guaurantees the right to private property ownership. It stipulates that property can only be seized for "public use". The America hating liberals on the USSC have dishonestly stated (and ruled) that the framers regarded public use as private use that generates more tax $ than what the current owner generates. As long as it is well backed up by the local government that wants to steal your property.
