It is tough to come up with a conflict in that situation because most mothers gladly provide for and protect their children. But in reality, if society imposes a legal burden (as opposed to just moral suasion) on the mother to provide a certain standard of care for her child - i.e. making her legally responsible for providing the means of life (or more) - them her liberty is being restricted in favor of the child's right to life. We weigh the two and, one hopes, decide that the child's right to life takes precedence over the mother's right to do whatever the hell she wants.
