I may have the answer: I went back to the August MCRR:

"On 1/30/97, in a business combination accounted for as a pooling of interest, Exigent acquired all of the issued and outstanding STI stock in exchange for 3.48 million Exigent common shares and 697,000 Exigent Class A Preferred shares. At the same time Exigent also issued 645,000 common stock purchase warrants in exchage for STI warrants held by STI shareholders and Joseph Walker & Sons."

Sounds like without insider sales, the warrants are untouchable.
