Typically the reason is a change in currents have forced schooling fish closer to shore. The sharks, which feed on said fish, follow the schools and spot something that trips a circuit in their tiny shark brain that says "better food!"...

It happens on the Gulf coast about this time of year in one or more places.

10 to 1 the local authorities know this. But the only thing they can do is warn people to stay out of the surf until conditions change. But that would mean losing business at the busiest time of the year and that would make local business owners very cross with them. In light of that, what is a few shark attacks that they can claim are unprecedented and unpredictable?
