On the system they use there is no useless(and dangerous) bond or earth ground third wire like we use here.

Excuse me, I happen to think electrical safety is a good idea. I use things like RCD's (residual current detectors) that check the balance of the electrical supply current on the live and neutral conductors, and switch off the current in about 1/100 th of a second if there is an imbalance of 35 mA or more. On top of that a bonded electrical earth connecting all possible conductors of electricity in a property used by people seems like an obvious safety measure worth observing.

(and dangerous)

So using a third earth wire is dangerous because why? I'm interested.
