Rove seems to be the most likely target, he is the Big Fish that the prosecutor can have stuffed and mounted on his trophy wall.

Someone high on the admin staff has to know who the leaker is. All of them testified to the grand jury that they didn't know who the leaker is (or else the case would be over by now).

Therefore, someone on the admin staff must have lied to the grand jury.

If it is Rove, the prosecutor caught the Big Fish. If it is someone lower than Rove, the prosecutor can roll the Little Fish on the Big Fish (the lower staff member can testify that Rove knew of or even ordered the disclosure of Plame's identity).

The feds rely very heavily on turning one co-defendent on others (i.e., "rolling" them), I imagine that is what Fitzgerald is doing, he will roll them until he gets to the top.
