Basic research is risky. It's not even geared toward products although an awful lot of 'socialistic' public funded research ends up in the hands of private companies.

Hey, China, that dang communist country is spreading its capitalism throughout Africa. Its state owned companies are doing things like building tourist resorts. 700 companies in 50 countries...geez whiz.
