Go to the longer term charts. The small caps were under accumulation in 2003 -----showing a constant rising trend into a new band of support and resistance.

Small caps then bounced around in that new band. Now we have the small cap flirting with the top resistance--------if imo
we break that top resistance we could see another nice leg up in the small caps----if not then more backing and filling.

Given the accumulation of 2003 and 2004----then I believe the breaking the top is likely. I checked the chart and they don't give an OBV on this------for me OBV would confirm or not confirm----so some guess work just now.
