No matter what Bush said or didn't say, the actual standards currently in place are almost exactly the same as they where for most of Clinton's term.

The first thing Bush did when he came into power was bash Kyoto (instead of trying to fix it)

I don't think it was fixable at that point, and I'm not sure it really should have been fixed. Fixing it would be changing it at the margin. If there was going to be anything vaguely like Kyoto going in to effect it would have needed more than changes at the margin.

and try to relax cyanide in drinking water standards

To the same exact standards that where in place for all of Clinton's first term and all but a day or two of his 2nd term.
