It seems more like a case of you clutching at straws, and a phony definitions for WMDs.
None of those items you present, not a single one, could stand up as a threat. Seedstocks for botulism indeed! Anyone with an old tub of leftovers in their refrigerator could be accused of having seedstocks for botulism. Join me up with the others. No WMDs have been found in Iraq after the second Bush war.
