Here it is:

Cooper's source was Rove. Since the notes / emails will reveal that Rove was the source anyway, Rove has told Cooper it is OK to talk.

Miller's source was someone in the VP's office. This is the same person that fed her all the garbage about WMD in Iraq. The person is still trying to hide so he hasn't given Miller permission to reveal his name.
