From me. That's why it says "From: Oeconomicus" near the top of the post. ;-)

Or perhaps you meant, "what prompted it?" If so, it was prompted by the implication in the post I replied to that the court's ruling in the 2000 election somehow disregarded the law and illegally awarded the presidency to Bush.

As for the post you seem to have sort of almost nominated, I don't know the context, but it seems pretty clear what he meant and that your interpretation is simply incorrect.
