I will pretty much agree with Ray, except for places that have been deliberately been closed to drilling, there ain't much cheap or easy oil (economically viable) oil prospects.

State owned oil companies vary all over the map.

Some good ones are CNOOC and The Norway StatOil.

The Mexican state oil company, PEMEX, has some issues - but then so does Mexico.
Sort of like Mexico's answer to Occidental Petroleum OXY:NYSE

I don't know where PetroBras falls in that spectrum, but EL Mat has seen them up close.....

Elroy, do you have a view of PetroBras ?
