How about McCain? does he fall into none having any real cojones? Yeah, he does, but he's crazy. McCain-Feingold was crazy. Going after steroids in sports when Social Security is floundering is crazy. That coalition to preserve Senatorial filibusters was crazy. He puts a tremendous amount of energy into trivia, and nothing important gets done. Fiddling while Rome burns.
