Moeletsi Mbeki, a businessman and think-tank deputy director, said in an interview that Africa's political elites were largely responsible for the continent's poverty. They have sent much of its cash overseas, spending money on foreign imports and stashing it in overseas bank accounts instead of using it to help farmers and business, he said.

If it was only a matter of government corruption for personal enrichment, things wouldn't be as bad as they are. Its a big problem but a number of the other problems with poor government are worse. If the government had good policies where it did get involved, and staid out of areas where it is wrong or unproductive to get involved, the economy of most of these countries could deal with some of the wealth being siphoned off by corrupt officials, but when the policies of the government get in the way of the wealth getting created in the first place the country has an even more severe problem.
