True.

A few points though:

They would need to get their hands on nuclear materials to be able to mount a nuclear threat (even of the 'dirty bomb' sort), and that is most likely possible from the former Soviet republics... (or, possibly, from a collapse of the dictator in Pakistan).

Iraq is not a factor in the nuclear proliferation problem.

Far more likely that --- if the US were to extricate itself from the proto-civil war in Iraq --- that the Sunni/Shia sides in the conflict there would stabilize the battle lines, with any 'terrorist' elements joining one side or the other to fight against each other.

Again, in the US' national interest to have them fight each other instead of us.

Once the civil war there was decided, *both* sides would give the boot to foreign terrorists. Like Saddam, neither side would want to have a bunch of loose cannon foreign terrorists running around on their soil and threatening their political control.
